Our client is seeking a highly skilled Financial Analyst to join their Program Services team in managing financial operations for the Women, Infants, and Children (WIC) program. The Financial Liaison will be responsible for ensuring compliance with financial regulations, developing and implementing funds management policies, and providing strategic financial insights to local agencies, vendors, and internal stakeholders. This role offers a unique opportunity to work at the intersection of financial oversight, regulatory compliance, and public health services.

Major Duties

  • Review, prepare, process, and approve payment vouchers/claims submitted by contractors.
  • Reconcile vouchers/claims with the CAPPS PeopleSoft system to ensure compliance with regulatory requirements.
  • Prepare and analyze reports on fund distribution, program policies, local agency participation, and historical financial data.
  • Recommend adjustments to budgets, contractors, and program policies based on data analysis.
  • Assist with managing the WIC program budget and financial operations.
  • Serve as a consultant on budget planning and fund allocation, ensuring alignment with program goals and regulations.
  • Collaborate with staff to address financial requirements and make recommendations on fund utilization.
  • Provide fiscal impact analyses and recommendations related to state and federal legislation, regulations, and rules.
  • Provide expertise in CAPPS Financial system and offer technical assistance to internal staff.
  • Coordinate USDA financial reviews, including data aggregation, financial modeling, and reporting.
  • Provide technical assistance to contractors, vendors, and local agencies to ensure compliance with program standards.
  • Troubleshoot and resolve technical issues related to financial processes.
  • Interface with local, state, and federal stakeholders regarding contractor activities, guidelines, and financial matters.
  • Represent the Performance Management Unit in planning sessions, committees, and working groups.
  • Participate in agency disaster response and Continuity of Operations (COOP) planning as needed.
  • Flexibility to work in alternate shift patterns or locations when required.

What We Are Looking For

  • Proven experience as a Financial Analyst or in a similar role, with a strong background in managing government or public health program budgets and financial operations.
  • In-depth understanding of financial regulations and systems, particularly in public health or government-funded programs.
  • Proficient in Excel, including pivot tables and complex data analysis.
  • Experience working with CAPPS PeopleSoft or similar financial systems.
  • Excellent communication skills, both written and verbal, with the ability to engage with a diverse range of stakeholders.
  • Relevant certifications in accounting, finance, or public administration (preferred).
  • Degree in Accounting, Business Administration, Finance, or Analytics (preferred).
  • Strong analytical skills with the ability to interpret financial data and trends (preferred).
  • Proficiency in pulling data from reports to perform detailed analysis.

Exciting Opportunity Details

  • Hourly Pay Rate: $37.00 per hour .
  • Length of Engagement: 8-month contract (with likelihood of extension beyond fiscal year) .
  • Days/Hours: Monday-Friday, 8am-5pm.
  • Location: Austin, TX. 78701.
