Job Title: Senior IT Business Analyst

Position Overview
The Ministry of Health's Information Technology Operations (ITO) branch is seeking two Senior IT Business Analysts to support the modernization of legacy applications used for the Client’s Health Care Insurance Plan. These professionals will collaborate with internal and external teams to document current systems, implement modernization initiatives, and contribute to the development of new applications.
Key Responsibilities
- Work as part of the internal project team to support legacy application modernization efforts.
- Conduct business requirements analysis, solution assessments, and documentation.
- Collaborate with stakeholders, translating technical concepts into clear, non-technical language.
- Support and maintain mainframe applications developed using NATURAL/ADABASE, JCL, COBOL, and DB2.
- Develop technical recommendations and provide strategic advice on modernization planning.
- Assist in a multi-vendor shared IT services environment, ensuring seamless project execution.
- Participate in onsite meetings as required, including strategic, architectural, and technical discussions.
Required Qualifications & Experience
Technical Skills:
- 10+ years of Experience with articulating and translating technical language for non-technical customers both verbally and in writing.
- 10+ years of Direct, hands-on experience performing business requirement analysis, solution architecture and design, and deployment related to data management, acquisition, preparation, quality, and data lineage/provenance.
- 5+ years of Direct, hands-on experience performing business requirement analysis related to data modeling, ingestion, ETL, ELT, and data joins.
- 10+ years of Experience with legacy mainframe application maintenance and development.
- 5+ years of Experience working with legacy ADABASE/NATURAL application.
- 5+ years of Experience working with legacy mainframe applications that use DB2.
Preferred Experience (Nice to Have):
- 5+ years of experience working with Alberta Health and/or Alberta Health Services.
- 10+ years of experience in IT within the healthcare industry.
- 3+ years of experience with legacy COBOL applications.
- 3+ years of experience with mainframe JCL.
